Four Members of the Norwalk City Council were participating in an awards ceremony in the small community park when the shooting took place.

By Brian Hews

The annual City of Norwalk Arturo Sanchez Sr. Halloween Parade ended in violence Saturday afternoon after a known gang member allegedly pulled out a firearm and pointed it at a Norwalk Sheriff’s Deputy in a park where the event had concluded earlier in the day.

According to Captain Patrick Maxwell of the Norwalk Station, the officer involved shooting incident took place at around 3 p.m. at the 11900 block of 162nd Street.  Maxwell told Los Cerritos Community Newspaper that Deputies observed “a group of male individuals” gathering at the north end of Hermosillo Park when they approached the group, a suspect brandished a handgun.

“Detectives have learned that deputies observed several gang members congregating in the area. When the deputies approached them in their patrol vehicle they ran away,” said Deputy Don Walker said in a statement.

“The deputies’ attention was drawn to the suspect who was running away while holding his hand to his waistband and followed him in their patrol car. The suspect stopped, turned toward the deputies and pointed a handgun at them. Fearing for their safety, the deputies’ struck the suspect with their patrol vehicle,” said Walker.

“The suspect fell, got up and ran, while still holding the handgun in his waistband. The deputies got out of their car and a brief foot pursuit ensued. The suspect turned toward the deputies again and pointed his gun at them. In fear for their lives, both deputies fired their weapons at the suspect, striking him in the upper torso,” Deputy Walker told Los Cerritos Community Newspaper.

Maxwell confirmed that a gun was recovered at the scene from the suspect. “Hermosillo Park was immediately cleared, and was immediately closed,” Maxwell said.

Maxwell also told LCCN that more than 50 Deputies from surrounding law enforcement agencies responded to Hermosillo Park to assist in the operation.

“The suspect is a confirmed known gang member,” said Maxwell.  The name of the suspect has not been released.  He is described an 18-year-old male Hispanic and was transported to an area hospital where his condition is not believed to be life threatening.

At the time of the incident, hundreds of local high school marching band and drill team members who participated in the day long event were receiving trophies and awards at a concert shelter on the opposite side of the park.

At least four Members of the Norwalk City Council were participating in the awards ceremony when the shooting unfolded.

Deputy Guillermina Saldana with the Media Division of LASD said “whenever an Officer Involved Shooting occurs and it results in the wounding of a suspect, multiple independent investigations immediately begin at the scene.”

“A separate investigation by the Office of the Los Angeles County District Attorney in addition to investigations by Sheriff’s Homicide Bureau and Internal Affairs Bureau. Attorneys with the Los Angeles Office of Independent Review also respond to the scene and have full access to the facts known to the Sheriff’s Department throughout every phase of these investigations. Once concluded, every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee,” Saldana said.

Los Cerritos Community Newspaper will have additional updates on this situation as they develop..

This is what happens when you have an INactive Mayor Kelley. She ignores the residents pleas for assistance. I have sent 100’s of emails to her, but have not received a single reply. Staff Members have informed me that she has told them to simply ignore my calls and emails. We need to bring peace and quiet to our community…..Mayor Kelley must GO.

  • At the park says:

Officers shot the suspect I was there. Hear at least 4 shots fired.

  • hario v says:

What a shame! I have lived in Norwalk my whole life, and never really felt threatened. I use to play at this park for years and would always speak to the gangsters and homeless. Unfortunately things like this occur, hopefully gangs could learn to respect events and keep our youth safe like they did when I was growing up.

  • No Leadership In Norwalk says:

Shame on Mayor Cherie Kelley for not having a PLAN to stop all this violence in Norwalk. She is running for REELECTION in March of 2013. Kelley has failed Norwalk. We should start a recall on Rodarte. This guy has been a total loser. He was suppose to be the big tough MILITARY GUY to CLEAN up the GANGS. What a joke.

    • mark hylland says:

Council Members Mendez and Rodarte have been the most vocal and ACTIVE Council Members in taking ACTION on Public Safety issues. I am proud to have these two serving our community.

  • pete perez says:

    Did you interview any witnesses?

    • Randy Economy says:

Yes, Pete. I interviewed at least seven witnesses, and working on an updated article. Did you witness the incident? Let me know if you would like to share your comments. Number at LCCN is 562 407 3873. Thanks for the note.

  • Band Mom says:

This is so sad a tragic end to the many students who were out their celebrating their wonderful talent.

I have to admit that this is sad their was bands that drove 80 miles to get here.

  • Norwalk Resident Since 1956 says:

    Our community needs pro-active solutions.

I am deeply disturbed by what happened at Hermosillo Park yesterday. I was there. This is unacceptable.

Is this ever going to end?

You can’t even attend city functions now in Norwalk without the fear of being shot.

I won’t take my grandchildren to Norwalk city sponsored events in the future because it is just far too dangerous. I am not going to take the risk.

I will only be attending events in Norwalk if they are sponsored by Churches….

    • mark hylland says:

I agree with you. The City of Norwalk has been WARNED that things were heating up. Mayor Kelley has and continues to ignore the RESIDENTS/VOTERS and WE must remember this at election time….Mayor Kelley has failed to respond to a single email of mine. I am making a PERSONAL CHALLENGE to Mayor Kelley, I am willing to show all the emails that I have sent to you—-how many have you replied to. Answer ZERO. Am I wrong Mayor? The Public Safety Office has been “Addressing” the issues for three years…..time to stop “Addressing” the issue and TAKE ACTION.

  • No Hope says:

This is THE one day out of the year when Norwalk gets to show how great it really can be, this is a sad situation.

The best days of Norwalk are long behind us.

Norwalk is just another barrio that is raging out of control with violence and drugs, shootings and some type of murder or violent crime day to day, and we all feel that there is no way out of the mess.

All you have to do is listen to the sirens that blast 24/7 around Norwalk. How come the Norwalk City Council doesn’t have a plan. My nephew was murdered this year here in Norwalk.

The city manager has no clue what we need to keep our streets safe.

Where are the jobs and training, and guidance. Where are the parents.

    • mark hylland says:

Sorry to hear about your loss. There have been many who have lost their lives, including the lady who was MURDERED on Allard. We even have murderers coming to DUMP bodies in Norwalk (Next to Metropolitan Hospital). Don’t give up hope—–WE can CHANGE things. We start with a changing of the guard at the Public Safety Department, his tactics simply are not working. This should be initiated by City Manager Mike Eagan (who works for the City Council). We also need to remove Mayor Cheri Kelley from the city council. Those are two long over due changes that MUST take place.

  • JM says:

I was at the park when it happened. My daughter and her band group was there.
When the shots rang out I was in the field next to the one where the shooting happened. I yelled at the kids with me to get down. A banger got over to our field but the deputies in our field secured him. I am so ashamed of this city. It’s been my home for over 37 years and still has safe pockets but the One Ways and the Carmelas areas are very dangerous. Next year my daughter and son will not march in the Halloween parade.

  • Goose says:

It’s a damn shame that the officers didn’t kill him right then and there when he pointed the gun in their direction. I understand that taking a life is not easy, but it should not be a question when an officer is in a line of danger like that.

These gang members are bottom of the barrel scum who need to kill each other off faster if the officers don’t. The city of Norwalk has had it’s share of improvements in certain areas both by the City and its residents and these criminal scum ALWAYS find a way to ruin it. Drive-by shootings, burglaries, vandalism, disturbing the peace; everything to ruin and rape honest citizen’s peace and tranquility.

I really hope something gets done about this because people’s trust and safety should not be stripped away and put in fear in events like these; in their home’s home.

    • Romeo says:

That’s my son you are talking about…to shoot him dead right there and then? Wow, what a thing to say. Why is that compassion always sits well with the officers rather then these boys they end up shooting? People should really get their facts straight before they start sharing what they “think” they know; unless you are as heartless as your words you expressed. Here’s a fact for you: my son didn’t have a gun nor did he point anything at a deputy. He was at the neighborhood park enjoying the festivities just as anyone else that was there. Unfortunately, he was targeted from being with friends–targeted and then harrassed. We are hoping a dash cam can clear him and the tail told by sheriff deputies. He was shot ran over and shot in the back three times while he was trying to escape the cruiser that just ran him over. It is a scary and sadden time for the family; especially when we know what we are up against we begin our fight to try to exonerate our brother, son and grandson. A prayer is much needed during these trying times; rather then low degrading meaningless opinions.
In the future, you should really should be a little more understanding and nice, instead of shooting people for the second time.

  • RB says:

This is not the time for simple minded solutions like “recall Marcel Rodarte ” I was at the park that day and witness ONLY ONE elected official who remain at the scene of the crime that person was MARCEL RODARTE .. He did not leave until he got an answer
from the sheriffs department as to what happen. In addition he took the heat from community members who were demanding answers..

    • mark hylland says:

Councilmember Rodarte CARES for our city and I am proud to have him represent US. Unlike, Mayor Kelley—she must GO…..Be a responsible voter and vote NO on Kelly (March 2013)

  • BULLSHIT says:

    OKAY. NOOOO.

THEIR WAS A LOT OF WITNESS THAT SEEN WHAT HAD HAPPEN AT THE PARK.
FROM WHAT I HEARD THE POLICE ARE COVERING UP THE STORY, THIS COMMENT MIGHT GET DELETED SINCE THEIR TRYING TO DELETE ALL THE PROOF FROM VIDEOS OUT THEIR!

FROM MY UNDERSTANDING, THE “SUSPECT” WAS JUST AT THE PARADE NOT CAUSING ANY HARM& THE POLICE ROLLED UP,& THE SUSPECT RAN BECAUSE NORWALK POLICE MESSES WITH PPL TOO MUUCH!
THE POLICE HIT EM WITH THE CAR AND HE FLEW UP FLYING IN THE AIR. HE FELL BACK DOWN AND TRIED GETTING UP TO RUN.
THEN THE POLICE SHOT HIM MULTIPLE TIMES, AND HE WAS DOWN TO THE GROUND NOT MOVING.
YET THE POLICE STILL WENT AND KICKED HIM IN HIS HEAD WHILE HE WAS DOWN.
THEY DIDNT CALL FOR MEDICAL HELP.

A LOT OF FAMILIES AND CHILDREN WHERE THEIR. A LOT OF WITNESS SAY THEY DID NOT SEE ANY GUN POINTED TOWARD THE POLICE. THAT IT WAS POLICE BRUTALITY.
THEIR ARE VIDEOS AND PICTURES OF THEM USING EXSESSIVE FORCE.

REGARDLESS OF THE SITUATION, POLICE ARE NOT ALLOWED TO RUN OVER, SHOOT,&’ BEAT UP A PERSON JUST BECuse theY WHERE RUNNING AWAY.
IT WAS WRONG& THE POLICE NEED TO STAND UP AND TELL THE TRUTH, RATHER THEN MAKING UP A FAKE STORY TO ALL THESE PEOPLE WHO SEEN JUST TO COVER THEIR ASSES.

  • Concerned says:

I just want to know if he survived. Anyone know?

    • Romeo says:

Yes. my son survived the incident–thank you for asking. A little bruised up with some crushed spirits but he living and breathing. Thank the Lord. The frustrating thing about this, not saying anything else is less or just as frustrating, is that he is laying in the county jail hospital. Rather then being free in a regular hospital he realized that he was cuffed to a hospiital bed when he came to and now sits in the county jail hospital dorm awaiting trial. My poor son is hurt, confused and scared of the perceived outcome. Please wish him well in body and soul. Thanks again for your concerns.
