A new commissioner, Julio Puma was appointed by Councilman Fernando Vasquez at the Tuesday evening Council meeting. Julio, along with his family, is a long time resident of Downey. Vasquez stated, “He is a true Downey-ite, one of those that live and breathe Downey.”
